ABELL Y.K. OWUSU – HEAD OF OPERATIONS AND COMPLIANCE  

 

Abell Owusu is an Environmental Engineer- Expertise in Environmental Policy, Safety, Health and Quality Control/ Assurance Expert – ISO Certified. He is solutions focused, results oriented leader with strong interpersonal and pedagogical skills coupled with adaptability to changing working environment with over 19 years of diversified working experience in Petro-chemical industry (Quality Control, Compliance, Health and Safety Management Systems with regards to Firefighting techniques, First Aid, Offshore Safety and Survival at Sea, Hazcom/ Hazchem) / Environmental Engineering and its related subjects Research and Consultancy Services.

Abell is a Compliance and Operations Specialist with regards to the petroleum downstream sector and recognized by the National Petroleum Authority (NPA), Ghana. He has expertise on Regulatory Compliance in areas of Environmental Protection Agency (EPA), Ghana Standards Authority (GSA), Ghana National Fire Service (GNFS) and Factories Inspectorate Division (FID). He has immense experience in Business Development Strategy/ Marketing of petroleum products, Facility Management, Occupational Health, Safety and Environment (OHSE) related subjects.

He has come on board with an outstanding ability and understanding of the Petroleum downstream sector driven by intrinsic motivation to create and deliver to ensure the company chart new business pathways using dynamic business strategies other the tradition business models to steer the evolving and challenging sector. He has experience in helping to set up and managing various aspects of Oil Marketing Companies (OMCs) business start-ups over the years. He solely led the setting up of Aminso Energy and consulted for same and nursed the company to its current capacity - Single handedly set up the Administration, Operations, Compliance and Marketing department of Aminso Energy. He also contributed significantly in the license acquisition of Viggo Energy, Sea Oil and the played a role in setting up Janda Oil Limited.

Prior to joining E-Windstar Petroleum Energy, he was the Head of Department for Operations and Compliance at CD Low Price Master and set up its entire operations and Compliance Management systems. He was the General Manager at Next Petroleum in Tema where he pioneered prudent management policies tailored to access capital for trading, championed effective station monitoring and supervision strategies to minimize loses at the retail outlets, innovative HSE policies to protect lives and properties. He served in various capacities for years at R&P Oil Company – Head of Compliance and Business Strategy Department, Human Resource Department, and when the position of the General Manager became vacant, he became Pseudo- General Manager for same organization until his departure to Next Petroleum as the General Manager.

Abell holds MSc in Water Supply and Environmental Sanitation (Environmental Engineering Option) from the Kwame Nkrumah University of Science and Technology (KNUST), BSc in Chemistry from University of Cape Coast (UCC), Health, Safety and Environment Certificate from Regional Maritime University (ISO Certification), Health and Safety Certificate from PetroSkills USA.

Abell is a Technical/ Resource person on the Committee for HSSE with Association of Oil Marketing Companies (AOMC) Ghana - a resource person that reviewed “Ghana National Oil Spill Contingency Plan – version 6 released by EPA, October 2021 for the industry, involved in HSE training programs for the industry players as an Instructor and has made significant contribution to various technical policies from GSA.

 He is a member of the reputable global body - Engineers for Sustainable World (ESW) and Ghana Chemical Society.
